Founder Patricia M. (Patti) Cusack,
A graduate of Merrimack College, Patti Cusack devoted her life to making a difference in the lives of others. Through her work with the Windward Sails Charitable Foundation, she was especially passionate about supporting people with intellectual and developmental disabilities.
Her compassion, advocacy, and unwavering belief in the importance of community inspired the vision for Windward Crossing in Rowley, MA. She brought people together around the idea that everyone deserves a safe place to live, a sense of belonging, and the opportunity to live a life with purpose and dignity.
Patti passed away on January 31, 2026, but her vision lives on. Her loving family is committed to carrying forward her dream and making Windward Crossing a lasting part of her legacy.
Windward Sails will be financed utilizing private and public capital. The goal and missional intent are to create a unique and effective supportive housing model emphasizing quality of life and economic accessibility and sustainability, blending Department of Developmental Disability Services (DDS), Department of Housing and Community Development (DCHD), and
philanthropic resources into this site
What began as a dream for a better future is now becoming a reality. With the first shovel in the ground, Windward Sails is taking shape as a community where people can live, learn, grow, and feel that they truly belong.
Windward Sails will create opportunities for education, the arts, employment, personal growth, wellness, and meaningful connections with neighbors and the surrounding community.
